By analyzing the technology upgradation needs in the State as
a whole on one hand, and by analyzing the response of the industries
surveyed on the other hand, Andhra Pradesh Technology Development
& Promotion Centre (APTDC) is established under the joint
participation of the Govt. of Andhra Pradesh, Confederation of
Indian Industry (CII) and Technology Information, Forecasting
& Assessment Council (TIFAC- an autonomous society under the
Department of Science & Technology, Govt. of India).
APTDC, while drawing upon the well-proven Steinbeis mechanisms,
is conceived as a one-stop shop for Technology Development &
Promotion, Technology Upgradation and Induction of New Technologies
in Andhra Pradesh as a unique model in the country. The major
task of the Centre is focussed towards providing a helping hand
to the industries and entrepreneurs in AP to reach and compete
in global market place through technology innovation and meeting
international standards. APTDC provides user-friendly environment,
linking support and guidance from global experts and AP Government
in upgrading the industrial growth of the state. The Centre uses
networks of institutions/agencies in AP as well as outside AP
and outside the country if necessary, in order to stimulate and
successfully accomplish SMEs technology projects and help them
in problem solving. The focus is on the end use by a commercial
entity that is willing to pay for the services.
The Andhra Pradesh Govt. has funded more than 85% towards its
capital cost. TIFAC has contributed balance 15%. The State Govt.
has also provided financial assistance towards its Corpus Fund
required to reduce the gap between Income and expenditure in the
initial years of operation. IDBI, ICICI, SIDBI have also contributed
to the Corpus Fund.
CII provides overall technical, managerial and administrative
support to APTDC.
This is the unique mechanism by which the centre has to earn
for its sustenance.
APTDC is incorporated as a Society. An apex Governing Council
chaired by the Scretary yo Govt. of India, the Department of Science
& Technology and consisting of members from Govt. of India,
Govt. of AP, TIFAC, and CII guide, monitor and control the operations
of the centre and lay down policy guidelines and resolve policy
issues. APTDC has eventually become a self-supporting, non-governmental
institute run independently in line with the policies laid down
by its own Governing Council.
An Executive Committee consisting of members from CII and TIFAC
guide and monitor the day-to-day activities of APTDC.
An Advisory Committee consisting of members from Govt., Industry,
Institutes, R&D Labs, Financial Institutes, Individual experts
guide and advise on the activities to be taken up by APTDC.
